Percentage vs Percentage Points: What's the Difference?

A news headline says a bank's interest rate "rose 2%." Another says it "rose 2 percentage points." They sound almost identical — and they can describe two completely different changes. Mixing them up isn't just a grammar slip; in finance, tax, and statistics it can mean misreading a number by a factor of several times over.

Why the Same Move Gives Two Different Numbers

The percentage-point version asks: what's the raw gap between the two figures? Just subtract: 7 − 5 = 2 percentage points.

The percentage version asks: how big is that gap relative to where we started? That requires dividing the gap by the original figure: 2 ÷ 5 = 0.40, or 40%.

Both answers describe the identical change from 5% to 7%. Neither is wrong — they're answering different questions, and the gap between them grows enormous as the starting number shrinks. A move from 1% to 2% is only 1 percentage point, but it's a 100% increase — the rate literally doubled.

A Real-World Example: Interest Rates

Suppose a central bank raises its benchmark interest rate from 3% to 4%.

In percentage points: the rate rose by 1 percentage point (4 − 3 = 1). This is almost always how central bank moves are reported and discussed, because it describes the actual size of the policy change.

In percentage terms: the rate rose by 33.3% (1 ÷ 3 = 0.333). This is technically accurate but easy to misread as a much bigger move than a "1-point hike" — and it's rarely how rate changes are actually reported, which is exactly why confusing the two matters.

A Second Example: Tax Rates

A country raises its sales tax from 8% to 10%.

In percentage points: a 2 percentage point increase. This is the number a headline typically leads with, because it reflects what shoppers will directly notice at the register.

In percentage terms: a 25% increase in the tax rate itself (2 ÷ 8 = 0.25) — a genuinely large jump, but a different claim than "tax went up 25%," which would (wrongly) suggest the tax rate itself is now 25% instead of 10%.

The Formula

To go from one percentage to another and express the change as a percentage:

Percentage change = (New value − Old value) ÷ Old value × 100

Using the interest rate example: (4 − 3) ÷ 3 × 100 = 33.3%.

When you read or write "increased by X%," pause and check: is X the raw point gap, or is it that gap relative to the starting figure? A useful habit: say "percentage points" out loud whenever you mean the direct difference between two percentages, and reserve plain "percent" for genuine relative change.
