Yes, both the start and end date are counted if they fall on a weekday.
Which holidays are excluded?
The 11 US federal public holidays: New Year's Day, Martin Luther King Jr. Day, Presidents' Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas.
What if a holiday falls on a weekend?
We use the federal observed date rule: holidays on Saturday are observed the preceding Friday, and holidays on Sunday are observed the following Monday.
